WATER SYSTEM PHASE 2 IMPROVEMENTS
CONTRACT NO. 1 - SOUTH WATER STORAGE TANK IMPROVEMENTS
General Notice The Village of Dundee (Owner) is requesting Bids for the construction of the following Project: Water System Phase 2 Improvements Contract No. 1 - South Water Storage Tank Improvements 995.026.001 Bids for the construction of the Project will be received at the Village of Dundee Clerk’s Office located at 12 Union Street, Dundee, New York, until Thursday, May 9, 2024 at 2:00 p.m. local time. At that time the Bids received will be publicly opened and read. The Project includes the following Work: The Project consists of constructing a new glass-coated, bolted steel water storage tank and decommissioning of the existing South Tank water storage tank. Bids are requested for the following Contract: Contract No. 1 – Village of Dundee South Tank Water Storage Tank Improvements Obtaining the Bidding Documents The Issuing Office for the Bidding Documents is: Barton & Loguidice, D.P.C. 443 Electronics Parkway Liverpool, New York 13088 Bidding Documents may be viewed and ordered online by registering with the Issuing Office at https://bl.biddyhq.com. Following registration, complete sets of Bidding Documents can be downloaded from the Issuing Office’s website as “zipped” portable document format (PDF) files. The Issuing Office charges a non-refundable fee of $100.00 (One Hundred Dollars) to download the documents. The date that the Bidding Documents are downloaded will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of the Bidding Documents will not be available from the Issuing Office. Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security, as prescribed in the Instructions to Bidders. The Successful Bidder will be required to furnish the additional bond(s) prescribed in the Bidding Documents. In order to perform public work, the Successful Bidder and Subcontractors prior to contract award shall hold or obtain such license as required by State statutes, and Federal and local Laws and Regulations. Bids will not be accepted from Bidders that have been barred from competing on public works under General Municipal Law 5A-103-b. Purchases made by Village of Dundee are not subject to any Federal, State or local sales tax. Bidders shall not include in their bid sales and compensating use taxes on the cost of materials. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The following waivers apply to this Contract: De Minimis, Minor Components, Pig iron and direct reduced iron.
All bidders please be advised that this project may be funded entirely or at least in part from a Federal assistance agreement between USDA RD, EPA and the Village of Dundee. In accordance with State, local or tribal laws and regulation as well as Federal laws and Uniform Grant Guidance (UGG) – 2 CFR Part 200 (i.e., procurement standards), 40 CFR Part 33 and/or 40 U.S.C. Part 1101 et seq., all bidders shall acknowledge the federal requirements and provisions for construction contracts including, but not limited to: the Davis-Bacon Act; EPA’s Disadvantaged Business Enterprise (DBE) program; and American Iron and Steel (AIS) Act.
